Dr. Mark L. Billy is a board-certified oral and maxillofacial surgeon at Mill Creek Oral & Maxillofacial Surgery Associates. A Youngstown native, he has served patients in the Mahoning Valley since completing his oral and maxillofacial surgery residency and returning to the area in 1996.

Education and Dental Training
Dr. Billy was born and raised in Youngstown, Ohio. He earned his undergraduate degree in Combined Sciences from Youngstown State University.
He continued his education at The Ohio State University College of Dentistry, where he earned his Doctor of Dental Surgery degree in 1986.
United States Army Service
After graduating from dental school, Dr. Billy was commissioned into the United States Army. In 1987, he completed the Army’s Advanced Education in General Dentistry program at Fort Carson, Colorado.
Dr. Billy was subsequently transferred to Germany, where he spent more than three years serving as a general dentist and provided support during the Gulf War. He completed a total of six years of active-duty military service.
Oral and Maxillofacial Surgery Residency
Following his military service, Dr. Billy completed a four-year Oral and Maxillofacial Surgery Residency at MetroHealth Medical Center in Cleveland.
After completing his specialty training, he returned to the Youngstown area in 1996 and joined Mill Creek Oral & Maxillofacial Surgery Associates.

Dr. Billy is a Diplomate of the American Board of Oral and Maxillofacial Surgery (ABOMS). He maintains the following professional affiliations:

Outside the Office
Dr. Billy is married to his Chaney High School sweetheart, Michelle. They have three children and enjoy spending time together with their growing family.
